To help you in the best possible way I would recommend to share the installation logs.The steps how to do so can be find in this document: Troubleshoot install using logs | Elements
"The file can be found at: C:\Program Files(x86)\Common Files\Adobe\Installers\
The log filename includes the product name and install date, followed with ".log.gz." An example for a log filename is "Elements STI Installer 1.0 01-12-2011.log.gz." Note: The extension .gz indicates a compressed format."
