While CFBuilder is not part of Creative Cloud, it is now free with ColdFusion 11 licenses. You get one free Builder license with each ColdFusion 11 Standard Edition, and three Builder licenses with each ColdFusion 11 Enterprise Edition. Also, if you install the CFBuilder trial, after the trial period expires, it reverts to CFBuilder Express which is free to use. You do lose some of the advanced functionality related to RDS and debugging, but the basic code editing works fine.
